Sistemul Dinamic de Achiziție (S.A.D.): un instrument electronic transparent în achizițiile publice. Aspecte de drept comparat

Abstract


Recently, the Romanian National Agency for Public Procurement (N.A.P.P.) has announced the modification of a functionality within the electronic public procurement system („S.E.A.P.”) to technically allow contracting authorities to conduct public procurement award procedures using dynamic purchasing systems. The dynamic purchasing system (D.P.S.) is an entirely electronic instrument that supports competition and transparency in public procurement. This article runs through the advantages and disadvantages of D.P.S. compared to a similar instrument, respectively, the framework-agreement. Moreover, we will include a comparative law perspective as well as other practical examples.
