Abstract


The paper is based on an exploratory analysis of civil service training needs at the level of local public institutions in the Northern-Western Region of Romania. The present study attempts not only to highlight the main elements and factors impacting on the training needs and training systems in various public institutions, but also to outline the real image of the training process and its development needs. In addition to that, this study will show that one of the main objectives of the annual performance measurement of public civil servants is to identify their training needs.
