Deciziile în domeniul salarizării în sectorul public

Abstract


Public compensation schemes are an important part of public administration reforms in Romania. In the last twenty years, the system has changed in many ways. From a rigid system based on seniority it changed into a system in which wages became very different from one institution to another, in which there was no equal pay for equal work. The economical crisis led to an impetus for new regulations in the field, including serious pay cuts. The decisions taken in the field of public compensation are largely corresponding to the incremental model of decision-making, in which negotiation is the way in which decisions are made and the main criteria is the adoption of a “good policy”. The definition of a good policy had differed from period to period, from assuring a steady functioning of public institutions to budgetary cuts.
