Evaluarea performanțelor individuale în sectorul public din România – o analiză a modelului multidimensional de apreciere profesională

Abstract


Performance appraisal process represents an important human resource development tool used in similar but not identical ways in both private and public sectors. According to its purpose, this process represents a very sensitive problem for all members of an organization because it implies several conse­quences. For this reason, one of the most important priorities of the most recent research work regard­ing this process is to understand different aspects of the employee satisfaction with this particular type of professional evaluation. Based on a sociological survey, involving several local public services insti­tutions from the North-West Region of Romania, the paper tests a multidimensional theoretical model regarding the performance appraisal satisfaction of civil servants and contract-based employees. The result of testing the theoretical model, using the fac­tor analysis (exploratory factor analysis and confir­matory factor analysis), shows that the satisfaction of the Romanian civil servants and contract-based employees with the performance appraisal process is not an unidimensional concept but rather a mul­tidimensional one, based on at least three different main dimensions: (1) satisfaction with the most recent performance rating, (2) satisfaction with the appraisal system, and (3) satisfaction with the rater.
