Relația poliției cu comunitatea și efectele asupra aplicării prevederilor legate de combaterea pandemiei SARS-CoV-2

Abstract


In 2007, The World Health Organization (WHO) declared the potential pandemic of an infectious respiratory disease to be the most feared security threat (WHO, 2007), with most researchers consid­ering the outbreak of a severe respiratory disease epidemic to be a certainty, a question of ‘when’ and not a question of ‘if’ (Kamradt-Scott, 2018). Law en­forcement plays a key role in emergency manage­ment. In the context of the COVID-19 pandemic, it is expected that the mission and role of the police in society, but also the responsibilities of the institution will be adapted to the new needs. Changes regard­ing the object of the work, the organization, and its activity, as well as the relationship with the society, can be extensive and long-lasting. The article ana­lyzes the way in which the relationship between the Romanian Police and the community influenced the implementation of the public health measures tak­en during the state of emergency and state of alert. Recommendations on how the institution should adapt to the new extended pandemic context, plan­ning for similar situations and the relationship with the community served are also formulated.
