Relația poliției cu comunitatea și efectele asupra aplicării prevederilor legate de combaterea pandemiei SARS-CoV-2
Abstract
In 2007, The World Health Organization (WHO) declared the potential pandemic of an infectious respiratory disease to be the most feared security threat (WHO, 2007), with most researchers considering the outbreak of a severe respiratory disease epidemic to be a certainty, a question of ‘when’ and not a question of ‘if’ (Kamradt-Scott, 2018). Law enforcement plays a key role in emergency management. In the context of the COVID-19 pandemic, it is expected that the mission and role of the police in society, but also the responsibilities of the institution will be adapted to the new needs. Changes regarding the object of the work, the organization, and its activity, as well as the relationship with the society, can be extensive and long-lasting. The article analyzes the way in which the relationship between the Romanian Police and the community influenced the implementation of the public health measures taken during the state of emergency and state of alert. Recommendations on how the institution should adapt to the new extended pandemic context, planning for similar situations and the relationship with the community served are also formulated.
