Abstract


Public consultation is an essential principle of participatory democracy. This article aims to pres­ent the ways in which public consultation is used by local public administrations in Romania in matters of major interest, but also in the adoption of nor­mative acts. The article will also analyze the legal framework applicable to the public consultation pro­cedure and provide a practical analysis on the appli­cation of the principle of public consultation by the municipality of Cluj-Napoca.
