Abstract
Not only the theory of public management but also the Romanian legislation recommends that the management of public institutions should be as transparent as possible. This article examines whether local authorities with a large ethnic minority comply with the not exclusively legal requirements of decision-making transparency. Research reveals that decisional transparency at the level of local authorities remains a desideratum, and bilingualism in administrative communication is close to non-existent.
