Abstract


This pilot-study examines the way in which pu-blic sector institutions in Romania use social media. The research instrument – which we plan to use in a more comprehensive study – was calibrated using two County Council offcial Facebook accounts: Cluj and Dolj County Councils. The preliminary conclusi-on is that the messages are not at the moment well suited to web 2.0 communication and that the po-tential offered by social networks to create an agora where public institutions and citizens could meet and engage in open dialogue is yet to be fulflled.
