Abstract


The present article main goal is to reveal that legal stipulation in public administration ICT (Information and Communication Technology) cannot be implemented because a lack of policy on infrastructure and compatibility of existing systems. In Romania ITC legal provision are based on Governmental Decision no. 1007/2001 that approves the field strategy for public administration. Further we present the e- Government portal and some case studies of ITC reform implementation in towns like Bucureşti, Timişoara and Mehedinţi County. In the end this article concludes that ITC reform in public administration is essential for decentralization and is a key feature for a responsive and efficient administration.
