Considerații privind organizarea și dezvoltarea instituției prefectului în România

Abstract


The prefect represents an important institution within the framework of the Romanian public administration. At different moments in time, the prefect has played the role of a political servant, executive officer or high-ranking public servant. Twelve years after the appointment of the first Prefect (after the1989 revolution) the adoption of the Law no. 340/2004 brought a profound reform of this Institution, marked by the profesionalization of the Prefect and by the change of his status from an executive officer into a public servant, more precisely a high-ranking public servant. Art.22 paragraph 3 of the aforementioned law states: „The Prefect and Subprefect cannot be members of any political party, under the sanction of being removed from their position.”
