Externalizare și leasing de forță de muncă în administrația publică
Abstract
Outsourcing and Labor Force Leasing, or any kind of alternative forms of labor force employment are currently not widely spread (or not used at all in many cases) in the Romanian public sector. Current study aims to draw attention to the possibilities that lie in the use of the two alternative forms of labor force employment for the Romanian Public Administration. Focusing on the economical implications, the effects on the quality of services offered, on the cost/benefit effectiveness and mainly on the effects on the human resources affected by the introduction of the two forms of labor force employment in the specific context of the Romanian Public Administration. It also reveals some of the problems that may be encountered in the process of implementation, as well as some unprecedented (at least in Romania) solutions that can raise the efficiency, the quality of services offered, reduce costs and raise customer satisfaction.
