Aplicații ale managementului prin obiective în evaluarea eficacității organizației non-profit și a instituției publice furnizoare de servicii sociale
Abstract
The effectiveness of social services organizations and institutions in Romania is generally unmeasured and unknown. Because the topic is of substantive importance, this study begins to assess and compare the effectiveness of two human systems that offer social services: an association and a public institution. The dominant research strategy was a qualitative one, using discussion groups of members with the researcher as facilitator, supplemented with in depth interviews of the board and staff leaders. The main tool was based on management by objectives concepts and process. The findings show some similarities and differences between the two human systems assessed and the utility of the research tools to plan organizational or institutional change. Good intentions are not enough. Nonprofit organizations and public institutions with social mission need focus and tool competence in order to become effective and to demonstrate their impact.h
