Abordări teoretice cu privire la managementul dezvoltării periurbane
Abstract
The paper focuses on the topic of urban sprawl and critically discusses several policy tools that can by used by municipal governments in order to contain it. The analysis is built on two main assumptions – in the first place sprawl is considered to generate negative impacts for local communities, therefore the governmental intervention is justified; on the other hand the city is not considered a passive recipient of external pressures but rather an entity that can fight against and try to limit these influences. The structure of the paper is threefold: in the first part several definitions regarding the concepts of smart growth and growth management are presented and discussed; in the second part the paper focuses on various policy tools that can be used within the broader framework of smart growth; in the last section several of the criticisms regarding smart growth are presented and discussed.
