Organizarea birourilor de comunicare în cadrul instituțiilor publice locale
Abstract
Public institutions in Romania have the legal compulsoriness of establishing offices for mass-media communication and direct information of the citizens (communication offices). The study goes through the legislative frame of establishing these offices, their role within the public institutions, their functioning and organization, emphasizing the internal processes of the offices, resources needed, and the recruitment of the proper staff. By going through several processes of setting up and restructuring communication offices within the Romanian municipalities, the author proposes at the end a practical scheme with recommendations regarding the organization and management of the communication offices regarding the structure, the proposed activities, the attributions of the staff, respectively the plans and documents needed to be created and used.
