Learning Organizations. Studiu exploratoriu asupra Consiliilor Judeţene din România
Abstract
This article is the result of an ample study centered on the concept of learning organizations, more precisely on the degree in which Romanian County Councils are learning organizations. In order to analyze this, a research instrument has been sent to every County Council. This tool has been developed by three Harvard professors: David A. Garvin, Amy C. Edmondson and Francesca Gino who also published, in 2008, an article in Harvard Business Review ‘Is Yours A Learning Organization?’. Their article is fundamental for this study. Approximately 26 out of 41 County Councils participated to the study and the findings are summarized in this article. The results were really interesting and according to them, Romanian County Councils are learning organizations only in terms of leadership that encourages learning. Regarding the other two blocks – learning environment and learning processes, the findings revealed that the County Councils act like learning organizations in a very small degree. As a consequence, the organizations that participated to the study still have many things to improve in order to become learning organizations.
