Problema delegării și relațiile dintre politicieni și birocrați
Abstract
Most of the scholars argue that the relationships between political actors and bureaucrats are dominated by the former and explain these relationships using the delegation theory and principal - agent framework. The delegation process and political control of bureaucracy are shaped - in many respects - by the institutional arrangements of the particular political systems. Thus, parliamentary systems show a hierarchical model of delegation since the presidential ones have a pluralist model of delegation.
